Establishes the Maryland Developmental Disabilities Administration Waiver Advisory Council to advise on system design, service delivery, and quality enhancement for Medicaid waiver programs serving individuals with developmental disabilities

Council consists of 43 voting members appointed by the Secretary of Health, including 21 individuals with lived experience in waiver programs, service providers, advocacy group representatives, and family members with equal representation from self-directed and traditional service models

Nonvoting members include one state senator, one delegate, and representatives from multiple state agencies including the Departments of Disabilities, Housing, Human Services, and Education

Council must meet every 2 months in public sessions with video recording, provide accommodations for individuals with disabilities, and maintain a dedicated webpage with meeting materials and recordings

Takes effect October 1, 2025, with initial member terms staggered to expire in 2027 (22 members) and 2028 (21 members); members serve 3-year terms and may not serve consecutive terms
