Repeals online sports wagering in Maryland, eliminating mobile sports wagering licenses effective January 1, 2026, while retaining in-person sports wagering at licensed facilities such as casinos, racetracks, and stadiums

Requires the State Lottery and Gaming Control Commission to refund the $500,000 application fee to mobile sports wagering license applicants with pending applications who rescind, and to license holders who surrender before accepting wagers

Removes the provision allowing up to 60 mobile sports wagering licenses and eliminates the $5,000 minimum application fee for online sports wagering operator licenses

Maintains existing Class A-1, A-2, B-1, and B-2 sports wagering facility licenses for in-person betting, with licensees retaining 85% of proceeds and 15% going to the Blueprint for Maryland's Future Fund

Takes effect July 1, 2025 for application fee refund provisions, with the repeal of online wagering taking effect January 1, 2026
