Extends alcoholic beverage delivery authority in Howard County to Class D license holders and their employees, adding them to existing provisions that previously applied only to Class A license holders

Deliveries must remain within Howard County, and employees making deliveries must meet age requirements under § 23–1902

Requires both the deliverer and recipient to sign a Board-approved delivery form certifying the recipient is at least 21 years old with documentary proof, and that the deliverer examined the recipient's ID

Prohibits retail delivery unless the purchaser or a designated individual at least 21 years old is physically present at delivery, and payment was made at time of order
