Caps annual operating budget increases for the Maryland Transit Administration and State Highway Administration at 3% above the prior fiscal year, beginning in FY2027

Requires minimum annual appropriations starting in FY2027: $400 million for MTA state of good repair needs (including the proposed Red Line in Baltimore), $400 million for State Highway Administration repairs and bridge replacements, and $160 million for WMATA's DMVMoves capital initiative

Expands the Maryland Transportation Authority's mandate to identify public-private partnerships and toll revenue opportunities to fund statewide transportation improvements

Requires both MTA and State Highway Administration to conduct triennial assessments of unconstrained capital needs, with reports submitted to legislative committees by July 1, 2026
