Authorizes correctional officers to legally intercept oral communications using body-worn digital recording devices while in uniform and performing regular duties, extending existing law enforcement recording authority to corrections staff.

Requires the Maryland Correctional Training Commission to develop and publish a comprehensive body-worn camera policy by January 1, 2026, covering training, mandatory/prohibited recording situations, data storage, retention, and privacy protections.

Mandates that body-worn cameras automatically record and save at least 60 seconds of video footage prior to the officer activating the record button.

Requires correctional officers to notify individuals they are being recorded as soon as practicable, unless unsafe or impossible; failure to notify does not affect court admissibility if someone joined an already-notified conversation.

Designated as an emergency bill taking effect immediately upon enactment, with policies exempt from modification through collective bargaining.
