Expands fundraising restrictions during General Assembly sessions to cover political committees organized under state or federal law, not just campaign finance entities coordinated with candidates

Adds new prohibition preventing covered officials from participating in fundraising events as featured guests, speakers, or in roles intended to boost attendance or contributions

Applies to the Governor, Lieutenant Governor, Attorney General, Comptroller, State Treasurer, and General Assembly members

Exempts activities related to an official's own candidacy for federal or local office, and allows deposit of electronic contributions made before the session began

Designated as an emergency bill, taking effect immediately upon enactment with a three-fifths vote requirement in both chambers
