Establishes the Green and Renewable Energy for Nonprofit Organizations Loan Program within the Maryland Clean Energy Center to provide no-interest loans to 501(c)(3) organizations for purchasing and installing qualifying energy systems that generate on-site electricity or thermal energy

Creates a special, nonlapsing Green and Renewable Energy for Nonprofit Organizations Loan Fund, with the Governor authorized to include $5,000,000 appropriations in fiscal years 2027 and 2028

Loans may fund qualifying energy systems, technical assistance for planning/installation, and energy efficiency improvements such as windows, doors, and HVAC systems; borrowers must contribute at least 10% of project costs

Priority given to nonprofit applicants with annual budgets of $1,000,000 or less; applications must demonstrate projected energy cost savings over the system's useful life that equal or exceed the total loan cost

Maryland Clean Energy Center must establish application processes and guidelines by July 1, 2026, including considerations for geographic, ethnic, racial, economic, and mission diversity among applicants
