Expands funding eligibility for repairing or replacing failing on-site sewage disposal systems to include low- and moderate-income owners, previously limited to low-income owners only

Establishes new priority order for Bay Restoration Fund grants: (1) failing systems in Chesapeake/Atlantic Coastal Bays Critical Area, (2) systems in Maryland Chesapeake Bay 8-digit watersheds with relative nitrogen reduction effectiveness of 9.24 or higher, (3) systems within 500-year floodplain, (4) systems the Department determines threaten public health or water quality

Changes eligibility timeline for community sewerage systems and municipal wastewater connections from fixed October 1, 2008 installation date to rolling 15-year lookback from July 1 of the funding application year

Authorizes the Department of the Environment to establish performance-based funding levels for best available nitrogen removal technologies and publish these levels alongside technology rankings on its website
