Replaces the flat $40 maximum penalty for speed camera violations with a tiered structure: $40 for 12-15 mph over, $70 for 16-19 mph over, $120 for 20-29 mph over, $230 for 30-39 mph over, and $425 for 40+ mph over the limit

Requires the State Highway Administration to convene a workgroup studying best practices for speed monitoring systems in school zones, including stakeholders from local governments, education, and law enforcement

Workgroup must assess current school zone speed camera policies, placement distances, number of serious traffic incidents, and existing camera locations by jurisdiction

State Highway Administration must submit findings and recommendations to the Governor and General Assembly by December 1, 2025

Takes effect October 1, 2025
