Requires the Department of Natural Resources to issue a permanent identification number to each person who successfully completes the hunter safety course in conservation and firearms competency

The permanent identification number must be printed either on the certificate of competency and safety or on a separate form provided with the certificate

Maintains existing requirements that persons under 18 must obtain a certificate of competency in firearms and hunter safety before procuring a hunting license or hunting in Maryland

Effective date: October 1, 2025
