Establishes a Commission to Study African American Civil War Sailors in Maryland, comprising 8 members including state legislators, and representatives from State Archives, Department of Planning, and various historical and preservation organizations

Commission will research the history of African American sailors who served in the Union Navy, including muster rolls, service locations, and honors received

Commission must recommend funding, design, construction, and location for a memorial dedicated to African American Civil War sailors in Maryland

Report with findings and recommendations due to the Governor and General Assembly by December 1, 2025

Act takes effect July 1, 2025 and automatically expires June 30, 2026; members serve without compensation but receive travel expense reimbursement
