Maryland State Department of Education must develop guidelines for student personal electronic device policies, including model policy options, grade-level considerations, and legal exemptions

County boards of education must consult with parents, teachers, students, and school personnel to develop and adopt policies limiting student use of personal electronic devices during school hours

Exceptions required for students with Individualized Education Programs (IEPs) or Section 504 plans, documented health issues, and educator-directed educational purposes

Policies must be printed in student handbooks, provided to school staff, and reviewed and updated every 2 years

Effective date: July 1, 2025
