Modernizes Maryland land records by replacing references to outdated recording methods (microfilm, photostating, book-form recording) with scanning and electronic recordation systems effective October 1, 2025

Establishes new document formatting requirements including a 3-inch margin at the top of the first page and 1-inch margins on left and right sides for official use, with clerks authorized to charge three times normal fees for non-conforming documents

Adds a statutory definition of "land record" as any document recorded by a clerk of the circuit court affecting title relating to property

Removes the option for clerks to use "book form" recording and eliminates requirements for separate alphabetical indexes in physical docket books, allowing paper or electronic indexes

Authorizes clerks to receive ownership transfer documents through electronic recordation systems and removes obsolete provisions regarding microfilm aperture cards for State Highway Administration plats
