Establishes a Workgroup on Newborn Nurse Home Visiting Services in Maryland, effective July 1, 2025, with a sunset date of June 30, 2026

Workgroup membership includes one State Senator, one Delegate, the Secretary of Health or designee, and Governor-appointed representatives from the Maryland Hospital Association, certified home visiting sites, insurance carriers, Maryland Nurses Association, local health departments, and licensed healthcare providers

Workgroup must compile participant data and expenditures from existing home visiting programs, compare them to evidence-based universal nurse home visiting models, and identify service gaps and potential funding sources

Workgroup must also identify workforce needs, including cultural competency issues, for universal newborn nurse home visiting programs and develop recommendations to address those needs

Final report with findings and recommendations due to the Governor and General Assembly by December 31, 2025
