Replaces the term "mental hygiene" with "mental health" throughout specified provisions of Maryland's Health – General Article, including renaming the "Mental Hygiene Community–Based Services Fund" to "Mental Health Community–Based Services Fund"

Renames Subtitle 3 from "Special Provisions as to Mental Hygiene" to "Special Provisions as to Mental Health" and updates references to the "Maryland Mental Health Law"

Requires the Maryland Department of Health to review and adopt regulations replacing "mental hygiene" with "mental health" by July 1, 2027

Directs the Department to update all public-facing electronic materials to reflect the terminology change as soon as practicable
