Grants collective bargaining rights to graduate assistants and postdoctoral associates at University System of Maryland institutions, Morgan State University, and St. Mary's College of Maryland

Defines "graduate assistant" as graduate students serving as teaching, administrative, or research assistants, or fellows; defines "postdoctoral associate" as doctoral degree holders in primarily research positions

Creates two new separate bargaining units specifically for graduate assistants and postdoctoral associates at each covered institution

Removes exemptions that previously excluded graduate assistants and postdoctoral associates from collective bargaining, even when classified as contingent, contractual, or grant-funded employees

Takes effect July 1, 2025
