Prohibits the Department of the Environment from processing or recommending approval of applications for confined aquatic disposal cell construction during the moratorium period

Prohibits the Board of Public Works from approving applications for confined aquatic disposal cell construction during the moratorium period

Adds a statutory definition of "confined aquatic disposal cell" to Maryland environmental law, describing it as a dredged material management option where cells are excavated into water body bottoms and filled with dredged materials

The moratorium automatically expires on May 31, 2029 without requiring further action by the General Assembly
