Authorizes the Maryland Department of Agriculture to use information from soil conservation and water quality plans for enforcement actions under Subtitle 8 of the Agriculture Article, expanding beyond the previous limitation to statistical purposes only

Maintains existing requirements that supervisors protect the identity of persons for whom plans are prepared when sharing information

Preserves the Department of Environment's existing authority to access plan information for enforcement actions under § 4-413 of the Environment Article

Requires the Department of Agriculture to make plan information available to the Department of Environment to support compliance or enforcement cases addressing water quality problems

Takes effect October 1, 2025
