Extends handgun permit validity from 2 years to 5 years for retired law enforcement officers who retired in good standing from Maryland state, county, or municipal agencies

Allows these retired officers to renew permits for successive 5-year periods instead of the standard 3-year renewal periods

Retired law enforcement officers must still possess the qualifications for permit issuance at the time of renewal

Existing law already exempts retired Maryland law enforcement officers from paying permit application fees
