Adds a new ground for 1-year disqualification from driving a commercial motor vehicle: driving or attempting to drive any motor vehicle with a blood or breath alcohol concentration of 0.08 or greater while holding a commercial instructional permit or commercial driver's license

Previously, the 0.04 alcohol threshold only applied when actually driving a commercial motor vehicle; the new provision extends consequences to CDL holders driving personal vehicles at the standard 0.08 DUI level

Lifetime disqualification from commercial driving remains in effect for 2 or more qualifying violations arising from separate incidents

3-year disqualification period applies if any covered offense occurs while transporting placarded hazardous materials
