Prohibits the State of Maryland, its instrumentalities, and political subdivisions from using eminent domain to take privately owned property that is subject to a perpetual agricultural or conservation easement

Amends Section 12–101 of the Real Property Article of the Annotated Code of Maryland to create a new exception to existing condemnation authority

Preserves existing procedures for the State Roads Commission and Baltimore City to conduct condemnation proceedings under their respective governing laws
