Expands interception of prizes for child support arrearages to include winnings from sports wagering and fantasy competitions, in addition to existing lottery and video lottery prizes

Creates an automatic lien against personal injury awards (up to the maximum lien amount) for child support arrears, with procedures for paying agents to withhold and transfer funds to the Child Support Administration

Adds income protection for license suspension cases by prohibiting driver's license suspension if the obligor's income is not greater than 250% of federal poverty guidelines ($37,650/year), unless previously found voluntarily impoverished

Requires employers to report independent contractor information (Social Security number, name, address, compensation rate) to the Child Support Administration within 20 days of engagement, enabling earnings withholding from contractor payments
