Requires special elections to fill vacancies in the office of Delegate or Senator when the vacancy occurs on or before 55 days before the filing deadline for the regular statewide election in the second year of the term

Special primary and general elections would be held concurrently with regular statewide primary and general elections in the second year of the term

Governor-appointed replacements would serve only until a successor is elected through the special election process, rather than for the entire unexpired term

Vacancies occurring after the 55-day deadline would still be filled by gubernatorial appointment for the remainder of the term

Proposes amendments to Article III and Article XVII of the Maryland Constitution, requiring voter approval at the November 2026 general election
