Operators may carry electronic copies of exceptional hauling permits and must show proof of current preventive maintenance inspection, with inspection validity extended from 180 to 364 days

Record-keeping requirements shifted from receiving facilities to motor carriers transporting farm products, with non-compliance resulting in permit suspension and ineligibility for additional permits
