Authorizes disclosure of adult protective services information to state, local, or federal government officers conducting official investigations when the disclosure is relevant to the investigation

Expands the definition of "health practitioner" for mandatory reporting purposes to include emergency medical services providers, excluding emergency medical dispatchers

Adds the statewide reporting hotline as an authorized method for mandatory reporters to report suspected abuse, neglect, self-neglect, or exploitation of vulnerable adults

Permits disclosure of a reporter's identity when done in accordance with the Human Services Article confidentiality exceptions, in addition to existing exceptions for consent or court order

Takes effect October 1, 2025, except the health practitioner definition expansion takes effect July 1, 2026
