Renames the "Rape Kit Testing Grant Fund" to the "Rape Kit Collection, Testing, and Tracking Grant Fund" and expands its scope to include multiyear funding for equipment, supplies, personnel, and outsourcing

Allows the Governor's Office of Crime Prevention and Policy to use up to 5% of the Fund for administrative purposes

Expands eligible grant recipients beyond law enforcement agencies to include hospitals for hiring forensic nurse examiner (RN-FNE) positions and hospitals or nonprofits for RN-FNE training and certification resources

Authorizes grants to increase laboratory testing capacity, including technological and physical improvements, and to support entering kits into the state's reporting program

Changes the annual report deadline from September 1 to October 1, with an effective date of October 1, 2025
