Extends the deadline for medical cannabis dispensary license holders to continue delivering medical cannabis from July 1, 2025 to July 1, 2026

Limits on-site consumption license applications to social equity applicants only and removes the 15 on-site consumption licenses from the second round of cannabis licensing

Authorizes on-site consumption establishments to repackage and process single-serving cannabis products, operate as food service facilities with proper permits, and allows political subdivisions to establish their hours of operation

Prohibits on-site consumption establishments from allowing customers to consume cannabis not obtained from the establishment, remove products from the premises, or receive more than single-serving products

Excludes cannabinoid beverages (containing 5mg or less THC per serving) from the food sales tax exemption, subjecting them to standard cannabis sales tax rates
