Expands the Maryland Loan Assistance Repayment Program for Nurses to include for-profit employment in areas with health care workforce shortages, and adds nursing support staff as eligible recipients for loan repayment when practicing in shortage specialties

Extends the State Board of Nursing's statutory authority from July 1, 2025 to July 1, 2030 under the Maryland Program Evaluation Act (Sunset Law)

Extends preceptorship tax credits through June 30, 2030 and reduces the required training hours per rotation from 100 to 90 hours for nurse practitioners, physicians, and nurses serving as unpaid preceptors in workforce shortage areas

Creates an alternative pathway for registered nurse licensure by endorsement, allowing applicants from non-equivalent programs to qualify if they hold an associate or baccalaureate nursing degree from a nationally accredited program and complete required direct patient care hours

Delays implementation of certified nursing assistant licensing requirements from October 1, 2025 to April 1, 2026, and removes the 45-day approval deadline for nursing assistant training program sites
