Creates a new "wholesaler" cannabis license allowing entities to acquire, purchase, store, transport, and distribute cannabis between other licensed cannabis businesses in Maryland

Caps wholesaler licenses at 15 initially, with an additional 10 available in a potential second licensing round based on disparity study outcomes

Limits ownership to one wholesaler license per person, and prohibits wholesaler licensees from also holding grower, processor, or dispensary licenses

Sets the application fee for wholesaler licenses at $5,000, with licensing and renewal fees reduced by at least 50% compared to standard cannabis licenses

Prohibits wholesalers from growing, processing, dispensing, repackaging, selling directly to consumers, or importing/exporting cannabis across state lines; effective date July 1, 2025
