Repeals the June 30, 2025 sunset date for provisions governing the maximum user fees the Health Services Cost Review Commission may assess on hospitals and related institutions

Makes permanent the fee cap structure allowing total assessments up to 0.1% of the prior fiscal year's budgeted regulated gross hospital revenue, or the highest amount assessed in the preceding 5 fiscal years

Maintains existing restrictions limiting total user fees to no more than 20% above the Commission's Special Fund appropriation
