Expands the definition of "dispenser" under Maryland's Prescription Drug Monitoring Program to include veterinarians licensed under the Agriculture Article when dispensing controlled substances for animals in their usual course of professional services

Removes the previous exemption that excluded veterinarians from the dispenser definition, requiring them to report controlled substance dispensing data to the Program

Explicitly prohibits the Program from disclosing prescription drug monitoring data to veterinarians, even though they are now required to report as dispensers

Adds the Agriculture Article to the definition of "licensing entity" for purposes of regulating prescribers and dispensers under the Program

Effective date: October 1, 2025
