Narrows Department of Environment's consultation with Department of Planning to water and sewerage proposals only, rather than all county plan matters

Repeals outdated provisions including the Secretary's authority to enter State-owned land for capital facilities surveys, budget authority for Maryland-National Capital Park and Planning Commission (capped at $100,000), and the requirement to establish statewide geographic classification standards

Limits the Department of Planning's real property repository function to State-owned property only (removing political subdivision tracking) and removes references to the defunct State Economic Growth, Resource Protection, and Planning Commission
