Repeals Section 3.5–405 of the State Finance and Procurement Article, which required county governments, local school systems, and local health departments to create or update cybersecurity preparedness and response plans and complete cybersecurity assessments

The repealed provision did not apply to municipal governments and required consultation with local emergency managers

Renumbers remaining sections 3.5–406 and 3.5–407 to 3.5–405 and 3.5–406 respectively to maintain sequential numbering in the code

Effective date: July 1, 2025
