Repeals Section 9-303.2 of the Maryland State Government Article, eliminating the requirement for the Office of Small, Minority, and Women Business Affairs to conduct research on issues affecting Black males

Removes the Office's mandate to make recommendations in four specific areas: unemployment, criminal justice, education, and health as they relate to Black males

Eliminates the authorization for the Special Secretary of Small, Minority, and Women Business Affairs to create an Advisory Committee on Black Males

Ends the annual reporting requirement to the Governor and General Assembly on findings and recommendations concerning Black males, which had been in place since January 1, 1995

Takes effect October 1, 2025
