Renames the Governor's Volunteer Council to the Governor's Commission on Service and Volunteerism and relocates the Governor's Office on Service and Volunteerism from the Governor's Office of Community Initiatives to the Department of Service and Civic Innovation

Changes participant compensation from a flat $15/hour minimum to the applicable county or State minimum wage (whichever is greater) for both the Young Adult (YA) and Maryland Service Year (MSY) pathways

Modifies YA Pathway eligibility to require applicants be ages 18-24 at the start date and removes the previous "within 3 years of graduation" requirement, while expanding acceptable credentials to include non-Maryland diplomas and certificates

Requires the $6,000 Program completion award to be paid as a cash stipend only, eliminating the previous option to deposit into a Maryland 529 education savings account

Repeals the Executive Fellows Program and consolidates annual reporting requirements so MSY Pathway information is included in the existing YA Pathway Fund report submitted to the General Assembly
