Commercial application of general use pesticides must be performed by or under the supervision of a certified pest control applicator or certified public agency applicator

Commercial application of restricted use pesticides must be performed directly by a certified pest control applicator or certified public agency applicator, with no supervised alternative

Private application of restricted use pesticides must be done by a certified private applicator or by individuals under their direct supervision who meet federal requirements under 40 C.F.R. § 171.201(b)(3)

Certified applicators are explicitly assigned responsibility and liability for all pesticide applications under their supervision

Repeals obsolete provisions regulating cyclodiene termiticides (chlordane, heptachlor, aldrin, dieldrin) and antifouling paints containing tributyltin compounds, which are already banned under federal law
