Establishes the Private Dam Repair Fund as a special nonlapsing fund to provide loans and financial assistance to private dam owners for repairs, upgrades, or removals, funded by new dam registration fees ($200-$1,000 based on hazard class) and permit fees beginning January 1, 2027

Increases oil transfer fees from 7.75 cents to 9 cents per barrel (until July 1, 2030), raises wetlands and waterways application fees by approximately 30%, and adds new fees for projects in Tier II High Quality Watersheds

Raises lead paint affected property registration fees from $30 annually to $120 every two years, increases Voluntary Cleanup Program initial application fees from $6,000 to $10,000, and doubles civil penalties for water appropriation violations from $5,000 to $10,000

Increases surface mining license fees from $300 to $500 (renewals from $150 to $300), raises per-acre fees from $12 to $75, and phases in maximum annual fee caps from $10,000 in FY2026 to $12,000 in FY2030 and thereafter
