Removes the mandatory 2-hour minimum for State Ethics Commission training courses for public officials, replacing it with flexible delivery through online training or live presentation covering conflict of interest, financial disclosure, and other applicable requirements.

Allows regulated lobbyist training courses to be provided through online training or live presentation, rather than requiring specific in-person sessions, while maintaining the requirement for at least two training sessions per year with one held each January.

Expands financial disclosure requirements by changing employment reporting from "salaried employment" to "compensated employment" and from "place" of employment to "source" of employment, capturing a broader range of income arrangements.

Takes effect October 1, 2025.
