Changes the timing for required notices to permanent absentee ballot list voters from 75 days before ballot mailing begins to a window of 120 to 90 days before an election

Removes the requirement that notices only be sent to voters on the permanent absentee list as of 90 days before the election

Requires the State Board of Elections to attempt to contact voters using an alternative method if the voter's chosen contact method fails, regardless of whether other contact information is on file

Voters on the permanent absentee list may choose to receive contact via nonforwardable mail, email, or text message before each election

Takes effect July 1, 2025
