Establishes a Public Employees' Safety and Health Unit within the Division of Labor and Industry, headed by a new Assistant Commissioner, to administer and enforce workplace safety standards specifically for public body employees effective October 1, 2025

Removes the previous exemption that shielded public bodies from civil penalties under occupational safety and health laws, allowing fines to be assessed against government entities for workplace violations with revenues directed to the Maryland Apprenticeship and Training Program

Requires the Correctional Training Commission to adopt body-worn camera regulations by January 1, 2026, covering training, recording protocols, storage, and privacy protections for correctional officers

Mandates the Commissioner adopt workplace violence prevention standards for public body employees by October 1, 2026, following consultation with the Occupational Safety and Health Advisory Board and at least four stakeholder meetings across geographically diverse locations

Requires public bodies to submit quarterly safety records, make citations available to affected employees, and annually provide employees with safety reports and any citations issued in the preceding year
