Increases nursery inspection fees based on acreage: 1 acre or less rises from $10 to $20; more than 1-5 acres from $20 to $30; more than 5-10 acres from $30 to $40; more than 10 acres from $3 to $5 per acre with maximum cap raised from $1,000 to $1,500

Raises annual nursery certification fees from $100 to $150 and annual broker/dealer license fees from $100 to $150

Requires the Department of Agriculture to submit annual reports by January 31 starting in 2026, detailing the number of licensees, inspections conducted by county, diseases and pests identified, and compliance agreements entered

All collected fees continue to be deposited into the Plant Protection Fund to partially offset inspection, certification, and licensing costs
