Establishes the Reservoir Augmentation Program in the Maryland Department of the Environment, requiring permits for the planned placement of reclaimed (treated) water into surface water reservoirs used as drinking water sources

Permits may be issued for up to 5 years if treatment processes meet Department standards before water enters the reservoir and distribution system, and applicants grant inspection access

Applications must include a feasibility study with technical analysis and cost comparisons to alternatives, unless the project was previously approved under the Indirect Potable Reuse Pilot Program

Department must adopt regulations establishing reservoir augmentation standards and application fees designed to cover program costs, with all revenues directed to a special fund for program operation and oversight

Extends the existing Indirect Potable Reuse Pilot Program from June 30, 2028 to June 30, 2030, and requires Department reports on program implementation by December 31, 2029 and December 31, 2035
