Changes the deadline for filing new political party petitions from the first Monday in August to the first Monday in July in presidential and gubernatorial election years, after which petitions cannot be filed until voter registration reopens following the general election.

Prohibits signatures from a petition that officially failed to meet legal requirements from being resubmitted with any subsequent petition for a new political party.

Maintains existing blackout periods during primary election registration closures and around special elections when petitions cannot be filed.

Takes effect July 1, 2025; approved by Governor Wes Moore on May 6, 2025.
