Standardizes definitions of "veteran," "uniformed services," "active duty," "service member," "military family," and "reserve component" across Maryland law by aligning them with federal definitions in 37 U.S.C. § 101 and 38 U.S.C. § 101

Expands State veterans' cemetery eligibility to include "qualified reserve members" who completed their contractual service obligation but do not qualify for national veterans' cemetery burial, along with their spouses and dependents

Requires the Secretary of Veterans and Military Families to develop coordinated policies for assisting veterans, service members, and their families through life transitions and securing earned benefits

Establishes a burial fee for qualified reserve members and their families equal to the annual plot allowance set by the National Cemetery Administration, while veterans and their families remain exempt from burial charges

Expands the Secretary's annual report to include issues concerning active service members, and takes effect October 1, 2025
