Expands Maryland transportation benefits from "armed forces" to all "uniformed services," which includes the Commissioned Corps of the Public Health Service and the National Oceanic and Atmospheric Administration in addition to military branches.

Standardizes definitions across Maryland law for terms including "active duty," "active service member," "service member," "veteran," and "uniformed services" by referencing federal statutes (10 U.S.C., 37 U.S.C., and 38 U.S.C.).

Extends eligibility for special registration plates to recipients of non-combat-related uniformed services medals of the highest levels, in addition to combat-related armed forces medals.

Exempts licensed dealers from the vehicle excise tax when providing loaner vehicles to customers during repair, maintenance, or other vehicle service.
