Cannabis agents employed as security guards for cannabis licensees or registrants are exempt from obtaining State or national criminal history records checks if they are already authorized to provide security guard services under Title 19, Subtitle 4 of the Business Occupations and Professions Article.

The definition of "security guard employer" is amended to exclude video lottery operators, sports wagering facility licensees, and health care facilities from the regulatory requirements governing security guards and security guard employers.

Cannabis agent registration requirements remain in place, including being at least 21 years old and completing annual responsible vendor training, with the new exception for background checks for qualified security personnel.

The Act takes effect October 1, 2025, and was approved by Governor Wes Moore on May 20, 2025.
