Establishes theft of a handgun as a separate felony offense under Maryland Criminal Law Section 7-104, distinct from general theft penalties based on property value

First conviction for handgun theft carries up to 5 years imprisonment and/or fine up to $1,000; second or subsequent conviction carries up to 10 years imprisonment and/or fine up to $2,500

Sentences for handgun theft must run separate from and consecutive to any other offense sentences

Excludes handgun theft from the standard theft penalty structure that bases punishment on property value thresholds ($1,500, $25,000, $100,000)
