Removes statutory caps on award amounts for the Maryland Small Business Innovation Research and Technology Transfer Incentive Program, which previously limited Phase I awards to $25,000 (or 25% of the federal award) and Phase II awards to $75,000 (or 25% of the federal award)

Eliminates the annual limit of 20 Phase I awards and 10 Phase II awards that the Corporation could provide per fiscal year

Retains the restriction that each small business may receive no more than one award per fiscal year and no more than three total awards under the program

Maintains priority for businesses engaged in research and development related to public health crisis prevention, preparedness, or response

Takes effect July 1, 2025
