Expands the definition of "purchaser" under pharmacy benefits manager (PBM) regulations to explicitly include insurers, nonprofit health service plans, and health maintenance organizations that provide prescription drug coverage and contract with PBMs

Excludes nonprofit health maintenance organizations operating as group models from the "purchaser" definition when they provide services solely to their own members through internal pharmacy operations

Removes provisions that previously limited certain PBM regulations to only those managers serving carriers, effectively broadening regulatory oversight to all PBMs serving any purchaser

Maintains existing protections including prohibitions on PBMs preventing pharmacists from sharing drug pricing information, restrictions on mandatory use of PBM-affiliated pharmacies, and audit requirements for pharmacy contracts

Takes effect January 1, 2026
