Authorizes the Baltimore City Board of License Commissioners to issue a Class C beer, wine, and liquor license in the 400 block of East Oliver Street in the 45th alcoholic beverages district, with restrictions including outdoor-only service to seated or standing patrons in a courtyard, no off-premises sales, sales beginning no earlier than 10 a.m., and execution of a memorandum of understanding with the Greenmount West Community Association

Prohibits the license holder from converting the East Oliver Street license to a different license class

Establishes restricted operating hours of 9 a.m. to 10 p.m. for Class A and Class B-D-7 license holders in a newly defined geographic area bounded by Belair Road, Anntana Avenue, Frankford Avenue, Sipple Avenue, Crenshaw Avenue, Goodnow Road, Sinclair Lane, and Radecke Avenue

Prevents license holders in the newly defined Belair Road area from extending their hours of sale beyond the 9 a.m. to 10 p.m. restriction

Takes effect July 1, 2025
